Director's Guidelines provide guidance and advice on how a function defined by legislation or national planning arrangements should be performed.
01/02 The Formation of CDEM Groups
Following a series of reviews initiated by local and central government, New Zealand determined to improve the ability of its emergency management sectors to plan cooperatively in managing hazards and better coordinate limited resources during disasters.
06/08 Response Management
This guideline is for use by the Civil Defence Emergency Management (CDEM) Group and Local Controllers to assist them with performing their statutory roles under the CDEM Act. It may also be of use to those performing similar or associated duties, roles and functions within other agencies.
07/08 Mass Evacuation Planning
Many emergencies experienced in New Zealand lead to evacuations of communities and small scale evacuations are relatively common. However the scale of some hazards, such as volcanic eruptions, tsunami, flooding and chemical spills, could call for the evacuation of large numbers of people. This guideline is designed to provide resources and links to support and assist emergency management officers and others engaged with evacuation planning activities.
08/25 Tsunami Evacuation
The purpose of this guideline is to provide a nationally consistent approach to tsunami evacuation, including the development of tsunami evacuation zones, maps, and public information for Civil Defence Emergency Management (CDEM) Groups and local authorities.
09/18 CDEM Group Planning
The purpose of this guideline is to ensure a nationally consistent approach to
CDEM Group planning which supports integration with national CDEM policy,
planning, and monitoring and evaluation arrangements.
10/19 CDEM Exercises
This guideline is for staff developing and managing Civil Defence Emergency Management exercises. It helps with meeting the requirements of the National CDEM Plan 2015 and the Guide to the National CDEM Plan. It may also be used by staff in similar roles and functions within other agencies.
11/15 Welfare Services in an Emergency
The guideline is a reference for welfare services in an emergency. It reflects the Welfare function in emergency management. And it outlines the roles and responsibilities of welfare services agencies.
14/13 Public Information Management
Public information management (PIM) is a key part of a successful emergency response. It aims to give the lead agency the "authoritative voice". If there is no "authoritative voice", unofficial commentators can fill the vacuum. This can have disastrous consequences.
15/13 Volunteer Coordination in CDEM
This guideline gives an overview of volunteer coordination. It focuses on both CDEM-trained volunteers, and spontaneous volunteers. CDEM-trained volunteers are community members who are registered, screened and trained during readiness. Spontaneous volunteers emerge during response.
16/14 Lifeline Utilities and CDEM Groups
This guideline supports lifeline utilities in:
- their collaborative partnership with CDEM Groups, and
- meeting their responsibilities under the CDEM Act.
17/15 Logistics in CDEM
This guideline gives a consistent approach to logistics in response or recovery. It emphasises creating a common understanding of logistics across all CDEM stakeholders. And also emphasises streamlining logistics actions between agencies.
18/15 Emergency Movement Control
The purpose of this guideline is to describe the major considerations and
best practice approaches for the preparation and execution of emergency
movement control. This guideline is focused primarily on large scale
emergencies; however, many of the concepts and processes translate to
smaller scale events.
19/15 Response Planning in CDEM
This guideline gives a consistent approach to response planning in CDEM-led emergencies. It gives an overview of the Planning function. Including how it is applied in a CDEM context. And it has templates and suggested processes to make this information more accessible.
20/17 Strategic Planning for Recovery
Strategic planning for recovery supports communities to recover from emergencies. It helps Civil Defence Emergency Management (CDEM) Groups work out what they need to do for recovery.
21/18 Assessment and Planning for Tsunami Vertical Evacuation
Vertical evacuation is a last resort in a tsunami. But it is something a CDEM Group may want to consider. Especially when it is likely that not everyone at risk will be able to evacuate before tsunami waves arrive. Evacuation out of tsunami evacuation zones is always preferable. But local conditions like short wave arrival times and large inland evacuation zones can make this difficult.
22/20 Impact Assessments
The Impact Assessments Director’s Guideline [DGL22/20] and the National Impact Assessment Data Set and Dictionary Technical Standard [TS05/20] work together. They support a consistent and coordinated multi-agency approach in emergencies to:
- reconnaissance,
- damage assessments, and
- information sharing.
23/22 Risk Assessment Guidance for CDEM Group Planning
This guideline gives a clear methodology for understanding risks. And for using that information to inform decision making. It has a step-by-step guide to better understand the consequences of hazards. And practical solutions for reducing and managing impacts.
24/20 Recovery Preparedness and Management
This guideline is a foundational document for New Zealand’s recovery framework. It embeds lessons from recoveries over the previous ten years. The guideline outlines recovery arrangements to have in place before and after an emergency.
25/24 Emergency Management Sector Deployments
This guideline provides a consistent approach to the deployment of CDEM Sector Surge staff from local and regional councils, NEMA, and other agencies to CDEM coordination centres. It provides best practice guidance around deployments, taking into account the health, wellbeing, and fatigue management of deployed staff.
