How we collect personal information
The National Emergency Management Agency (NEMA) does not typically have specific statutory powers in relation to information gathering. Most information gathering therefore will either be publicly available or voluntarily provided. This means that information gathering (including about individuals) by NEMA is also subject to standard legal limits relating to privacy, access to private property, and the privacy/security of communications by individuals.
The one exception is the Director of Civil Defence Emergency Management’s power to require information that may be reasonably necessary for the exercise of civil defence emergency management. Find out more about this in the Civil Defence Emergency Management Act 2002.
During a state of emergency or transition period, NEMA may collect and share personal information under the Civil Defence National Emergencies (Information Sharing) Code 2020, as well as before and after these periods if relevant to its functions.
How we use personal information
Most of the personal information NEMA collects comes from our engagement with the public and with other agencies (both Government sector and private). This includes:
- receiving submissions or other consultation documents about legislation we administer, guidance or standards we issue on behalf of the Director of Emergency Management, or projects we have been tasked with,
- managing responses to various oversight inquiries, and otherwise in our engagements with the community through our website, events, surveys, newsletters or discussions with community groups.
Personal information may be used before, during, or after a state of emergency for response purposes. It is typically stored in restricted systems and is subject to specific access requirements. Access may broaden depending on the scale of the emergency. Some personal information may be viewable to staff while performing their duties as part of an emergency response.

The New Zealand Civil Defence website (the "Site") is administered by the National Emergency Management Agency, which is an autonomous departmental agency hosted by the Department of Internal Affairs. This privacy statement lets users of the Site know when we collect personal information and what we do with it.
You may browse and access information contained within this website without providing any personal information.
If you provide information (including personal information) to us, we will only use that information:
- to administer, evaluate, improve, and secure our Information Communication Technology (ICT) systems, our website, and the information our website contains (ICT and website purposes);
- to improve the quality of advice and information offered on the Site
- to action or respond to the information provided and communicate with you
- where such disclosure is required or permitted by law; and
- as otherwise set out i an y specific terms and conditions.
We will keep any such information secure and may share it with third parties to the extent necessary for the services they provide to us related to the ICT and website purposes.
We use Google Analytics to track which pages are visited, to help us identify the most popular areas of our website. The information is combined so we can't identify individual visitors.
