Information Series documents supplement the CDEM Act, Regulations and Director's Guidelines. They are informative in nature and are not issued under the Act's authority. They have information, current best practice examples and advice on different topics. They are usually developed in partnership with a range of agencies.

06/05 Organisational Debriefing

The aim of organisational debriefing is for staff to communicate their experiences of an emergency (eg response, transition and/or recovery), an exercise or other activity so that lessons can be identified. Arrangements (plans, training etc) can then be modified to reflect lessons identified and best practice
and therefore improve the organisation’s ability to respond in future emergencies.


07/06 Pandemic Planning Guide

The purpose of the Guide is to support planning for pandemic influenza, provide reference material and a checklist on pandemic influenza and a framework upon which more detailed planning may be based. The Guide also provides a tool that may be used to delegate responsibilities and plan and monitor progress as the plan is developed.


10/09 Public Alerting: Options Assessment

New Zealand experiences a range of hazards. We can monitor, analyse, and expect many types of hazard events. Because of this, Civil Defence Emergency Management (CDEM) and science communities have a joint responsibility for public warnings and alerts. This is part of a comprehensive approach to managing risks. 


11/21 CDEM Resilience Fund

The purpose of the CDEM Resilience Fund is to enhance New Zealand’s hazard risk resilience through the development of local and regional capability and practices. The Fund aligns with CDEM Group Plans and the National Disaster Resilience Strategy (NDRS) priorities.


12/13 Including Culturally and Linguistically Diverse Communities

This document has been developed to address an identified gap in the response to the Canterbury earthquakes. The National Emergency Management Agency has worked with a range of stakeholders including the Ministry of Pacific Island Affairs, the Office of Ethnic Affairs, Te Puni Kōkiri, community groups and the civil defence emergency management (CDEM) sector during its development.


13/13 Including People with Disabilities

As a consequence of shared experiences of the Canterbury earthquakes, the National Emergency Management Agency worked with people with disabilities, disabled person’s organisations, the Ministry of Health, the Office for Disability Issues and the CDEM sector to develop a disability inclusive approach to CDEM. This included feedback received during a symposium held in Christchurch in May 2012.


14/13 Rapid Impact Assessment

Rapid impact assessment refers to assessments undertaken within the first 8 or 48 hours of an emergency. Their purpose is to obtain a rapid and broad picture of the extent of the damage suffered. This information is then used to help determine initial response activities, and to ascertain where and when more detailed forms of assessment may be needed, such as in-depth building and structural assessments, or detailed welfare or recovery needs assessments.


15/21 Civil Defence Emergency Management Awards

Emergency Management Awards are for people, groups and organisations that have made significant contributions to emergency management in New Zealand. Both paid and volunteer emergency management personnel are eligible for the Emergency Management Awards.


17/25 Mass Relief National Approach

This document outlines the national approach for welfare services delivery at the start of a catastrophic event. It takes a system level approach. This is to ensure national agencies are as prepared as possible to support and enable regional and local arrangements.
